Weird Fullscreen Bug w/ strange healthbar/ font/ decreased fps

Well i recently transferred some of my riot games files on to a usb, and the idiot like i am, i deleted them; accidentally. (also i should note that i played around with some of the settings in the config/game files, (to get more fps) but nothing that would cause this i think) but the problem is, after i repaired in the client, i get into game and there's a different font, health bar has strange dips where the lines are located, i cant print screen because its full-screen (grr) so i cant show you the problem, however when i change it to borderless, or windowed the problem goes away, and i should also note that this greatly DE-creases my fps, I've tried playing around with the setting in game, changing resolution, etc, but i also noticed that there were some resolutions that weren't there from before, it goes all the way up to 1920 or something but with the * sign and there is nothing under 1000 x 720 (or something like that), this is weird right? I've even tried re-installing but that didn't help either... help :S
