Anyone having "Notification for sending a friend request" issue?

-This started happening after the recent patch where I would send a friend request to someone but they never get a notice/pop up saying i'm trying to add them. -At first I thought why aren't they accepting but later tested with a friend and on my other account but never received a message saying "....Wants to add to your friends list".
