"lock in" In champ select is greyed out [CLIENT]

The "lock in" button in champ select was greyed out.... couldn't select a champ and had to wait 5 minutes for dodge timer then lo and behold it happened again, now have to wait 30 minutes. Incredibly frustrating. Is there any way I can be refunded 45 minutes of wasted time... or at least have this dodge timer lifted
