Lucian creating FPS lagg issues

I've found that since the last patch I've had some problems with FPS lagg when Lucian is in a game with me. I've never had a problem running League at 60 fps and that is still the case since the new season except for when I'm in a game with Lucian on either team. I find that his spells crush my FPS from 60~ to 20~ even if he's not on my screen, he can be on the other side of the map from me. If he even appears on my mini map my frames drop. I'm not sure if this is just me or whether other people are having the same problem but it literally makes the game unplayable.
