[GAMEPLAY] [3v3 Twisted Treeline] Smite Stacks bugged

When using the first smite between 1:40 and 1:41 on a jungle camp, then you have a second stack of smite which can be used 15 seconds later. If a smite is performed after 1:41, then the next smite can only be performed 75 seconds later, you don't get a second stack of smite. This bug can be easily reproduced and affects jungling in TT.
