Game starts and I cant use any of my abilities

Every other game or so at the start of the game my abilities are locked to the point that I have to scroll over them at the bottom of the screen and then mouse over to the object that I want to use my ability on. Anything that I do in the hotkey options has no effect and the only way to fix the issue is to dc and rejoin the game. After that it works as intended.
