[GAMEPLAY] New Singed passive able to have 0 cooldown

On Singed, when there is another Singed on the other team and if they proc their passive on your team or the enemy team; if you then proc'd your passive on them too, there is no cooldown for your passive allowing you to stack movement speed infinitely.

This only happened once to me throughout the game.
