Played 3 games and the same thing happened.
I was playing on Summoners Rift Team Builder. I first noticed this when I tried to use Q on red buff. I thought it was just a one time thing but it lasted all through the game. Q did not knock up any jungle, minion or enemy champ.
I play Xin Zhao jungle as well and don't see it knock up red, blue, main wolf, Gromp, and main boulder. ... HOWEVER, it still knocks up the adds that are there. As far as it not working on champs, I have not run into this problem.
As to why this is happening, could just be a bug from patch 5.3. Previous patch it did not do this. Sounds like a hotfix is needed.
EDIT: Forgot to add, this is when I am playing ranked.
