Invisible health bars and no teammates or enemies visible when holding TAB

Went into game as Jinx, no health bars or name tags were visible, my personal health bar below my abilities was coloured in black so it looked like i was dead. Only players visible when holding TAB were my support and their support. Lulu suggested i restart, attempted to restart but now cannot log in. Help :(
