Warmogs not working in ARAM

I've built a couple times in the past week on ARAM with different champions, most recently Irelia. The tooltip said it should heal ~482 every 5 seconds while I was only healing 11 per second. There was no cooldown marker on Warmog's and even when away from damage for 30+ seconds the fast regen never started.
