been having this issue since the patch with Rek'Sai I try to load up the mode and it will say "Unable to download spectator data. The game will now exit"
I tried to un install and re install the game and it still gave me the same issues. my friends are able to use spectator mode just fine but not I is this a issue with the servers or a problem with my computer?

So, @Dax42. This may be a shot in the dark, but can leave the info of your modem and router? I am having the same issue and while I was looking online, I noticed and old thread about certain routers and modem, particularly those that companies provide, I.E. Comcast, Verizon FIOS, etc, blocking the ports that LOL's Spectate Mode requires.
I also noticed that there have been a LOT of these posts over the past 3 years and that there is not a single comment from Riot Support on the issue. Perhaps we may be able to raise some awareness on this issue this time.
I will be doing my own troubleshooting in the mean time, perhaps I may be able to deduce some sort of solution, no promises though.
