Gameplay bug

I am a player on NA server, in preseason I have purchased the lucidity boots because to test the rework. As per boots listing:

Passive UNIQUE – ENHANCED MOVEMENT: +45 flat movement speed UNIQUE: +10% cooldown reduction UNIQUE: Reduces Summoner Spell cooldowns by 10%.

I have tested it with 3 games of diana so far. The summoner spell cooldown is not active. Original Flash cooldown is 300 seconds and Ignite is 210 seconds. With Resolve's insight mastery, my starting cooldown for the summoner spells are 255 seconds and 179 seconds, respectively. After lucidity boots purchase, the 10% cooldown reduction should be 225 seconds for Flash and 162 seconds for Ignite. The reduction has not successfully applied to me. After activating the spells with lucidity boots in my item list, I still show my starting cooldown of 255 seconds and 179 seconds, respectively. I will show before and after screenshots if necessary.
