[CLIENT/login] login screen won't launch.

For a couple of days now (since patch 6.20 to be exact) I've been experiencing issues logging in. In the beginning I would be able to log in once a day, but if the client crashed or relaunched the patcher, the login screen would not show up. It would load, i can hear my PC trying to load it, and then nothing. The Patcher, Launcher and Client also remain as active processes in my task manager. So i attempted these solutions:

1. restart pc
2. reinstall league 3)run the client from task manager 4)troubleshoot compatibility (windows xp service pack 2) 4)repair

In that specific order. The issue remained after reinstalling, but i could log in the next day. It seems to have a 24 hour timer, as I could previously log in at 7:45 pm, however if i attempted to relog later, or log in the next day before that time, the log in screen would not show up.

I run league on admin, always, and I have windows 7.

I know this was an issue in 4.21, and that several people have it at the moment., so anyone trying to tell me that I need to reset my computer / reinstall windows, leave.
