IP Bug

I just got enough IP for a name change (~14K, name change cost 13900) but whenever I go to the Account section the the 13900 is red, implying I don't have enough IP. When I click unlock it says I have 13102 IP, although at the top of my screen it says I have 14200. I went to the champion and runes tabs and over there it correctly displays the 14200 IP, but every time I got for a name change I can't. I've tried playing games and relogging multiple times to no avail. Any help would be appreciated.
