Lee Sin's Safeguard (W) ability states in the description that it can be cast to go towards a "target ally", but says nothing about the skill being able to be self-cast.

Adding a line to the description stating that it could be self-cast would be useful.

I guess that makes sense, but I personally think that it's not very intuitive. It shouldn't be too hard to add an extra line saying that it can be self-cast.
