[Gameplay] Ability Bugs

I've experienced some bugs, one more pressing than the other, with a couple of champions I've been playing around with recently.

The first is Sion, whom I noticed was unable to use his Q or R, for no apparent reason. Clicking the spells themselves didn't fix it, nor did death, though I was able to use my Q in my post-death avatar mode. I was forced to leave and rejoin the game, a troublesome solution to the issue.

The second involves Brand, who seems to be unable to stun a Lee Sin in motion with his Q, despite being ablaze. It hit and applied damage normally, and I know he was ablaze beforehand as I remember quite well applying my Conflagration to him just before the movement. Considering this one got me killed as I expected him to be stunned, which would've given me time to react instead of the instant ult, it's rather troublesome as well. Thanks for reading!
