Game crashes a few seconds into tutorial, Game is unplayable. PLEASE HELP. D: [CRASH]

Okay, so basically what is happening is my friend is trying league out, only every single time they've tried to even play the tutorial, they said it crashed on them, and nothing short of a hard reset of their computer would end it. I went over in person and witnessed in and also got their specs.

So, I tested it out. Game loads fine, but once you load in things get pretty wonky real fast. The first idea that something is wrong, the tutorial voiceover is super choppy, almost like static is coming through. Once the camera pans over to the champion, the whole screen freezes up and the sound stops. CTRL+ALT+DEL didn't work, neither did alt tabbing.

I already tried a clean install, and ran a CHKDSK on their C drive, but this hasn't helped either. I've never had issues with league so if anyone could help it would be most appreciated! Computer specs displayed below.
