[GAMEPLAY] Trinity Force rage on kill passive doesn't apply to ranged champions
So I was playing a game as (pulsefire) Ezreal and had lucidity boots and trinity force. With those two items i had an even 400 movespeed. When I would attack a minion my movespeed increased to 410 like normal (half of 20) but when I would score a last hit on a minion, my movement speed didn't increase from that. It would remain at 410 instead of 430, or around 428 for diminishing returns or what ever the reduced amount would be.

Reproduction:
- Select Ezreal (pulsefire incase that impacts results)
- Buy trinity force + lucidity boots
- Take note of 400 movspd
- attack minion - take note of 410 movspd
- kill minion - take note of 410 movspd (Expected: ~430 movspd)
I didn't get a chance to extensively test this myself to see if its a trinity force bug on both melee/ranged, if it also occurs with phage, if this only affects Ezreal, if its linked to specifically lucidity boots, or if its directly related to the pulsefire skin (like previous bugs)
I'm employed as a test engineer, I'm use to reporting bugs/handling test cases.
