Quinn Passive Bug
Sometimes Quinns passive sometimes doesn't proc on vulnerable targets.

Having the same problem. seems to have gotten noticably worse this patch. i know the way the passive works is the aa is enhanced if the target it marked when the aa is fired, not landed. but this patch ive found that it still isnt proc'ing even when this is the case occasionally.
