Screen stuck at Top Left very zoomed in

Hey everyone, the launcher and champ select is perfectly fine. When I go into the game loading screen the screen becomes very zoomed in (top left side). This does not fix itself in-game. I tried changing the resolution but that does not fix anything. Anyone know what is wrong??

Note that I do prefer to play borderless. This problem does not appear when LoL is full screen.
