Weird lag/latency bug

So lately all the movement in game started stuttering but not like hard stutter more like a smooth stutter. everythings goes slower for a sec and then faster for a sec in a constant loop from the beginning of the game until the end. a full repair fixed it but only for like 5 games and then it came back. can somebady please help because this is really annoying because i miss skillshots and such because of this.
