Vladimir Pool Speed Boost not in Tooltip
Vlads Pool gives a decaying boost of movement speed. It does not mention this in the tool tip, which I have attached.

Cause it's not a speed boost. Basically you slow down to pool and the little speed boost is there to make you regain the range you lost from the animation. It's not boosting your speed as a buff to make you chase like those players who use pool while chasing wich is meaningless but there to compensate a loss from animation.
