I can never load into a League game after Champ select, I have multiple leaver buster penalties

My game crashes right after champ select, I go into the phase where you actually start loading in and then it gives me an error that tells me to check my network connection and try again and it is unable to connect. I have tried everything from using the hextech repair tool numerous times and I was uninstalled and reinstalled the game. I have also clean uninstalled the game, added exceptions in my firewall, changed my DNS server, and did every other option in the hextech repair tool. I need help or suggestiong, I have been living with this problem for months on end now and have not found a solution. If any knows a fix, please help ;(
