[CLIENT] Is there an issue with draft lock-ins?

I'm experiencing an abnormally high number of people timing-out while banning or selecting a champ in unranked draft today. I've asked a few people and they say they've been experiencing the same thing. And some angry statuses my friends have indicates they've experienced this same issue.

6.2 was just released and I'm filing this report in case it's something related to the rollout, and I don't see any other reports addressing this.

I'm using the standard 6.2 client on Windows 8.1 x64 (Vanilla, not Professional).
