Client and game stutter, only in certain friends lobbies

So this issue came up in the most recent client overhaul for me and I have not been able to fix it no matter what I try.

I have a very stable internet connection and my client runs decently smooth the majority of the time, but every time I get into queue with a certain friend of mine everything starts to stutter this happens both in the client and the game, but once I get out of the party it stops and normalizes. It is always the same friend and on their end they have a smooth game and connection.

Does anyone have this problem as well or have any advice to fix it? I have tried everything I can think of, from dropping my graphics settings to the lowest it can go, to even uninstalling and reinstalling the client. I don't play league much anymore and only play with a handful of people so this pretty much makes the game unplayable for me, any help would be appreciated.
