Banshee's Veil Visual Effect Bug

I have had this issue for a while, on multiple completely different PCs. When I install the game for the very first time Banshee's Veil will look normal, with high quality textures and effects but randomly, after a patch usually, it will look like the screenshot.

I have tried the initiate full repair option and I have tried uninstalling and reinstalling. I have also tried changing resolutions, window modes, graphics settings, and reinstalling video drivers. I am not sure what the issue is.

Does anyone else have it this issue? I have only ever seen one forum post about it and it is really old.
