[GAMEPLAY] Kindred Mark Not going on Cooldown.

There are times where I will get my mark as Kindred but it wont put that person on cooldown for remarking. In several games in the past day or so ive gotten the mark and its either not counted as it being gotten (and makes me remark someone) or it counts the mark but lets me instantly remark the person rather then having the waiting period. From what I can tell there isnt any rhyme or reason to this bug.
