[GAMEPLAY] Miss Fortune not giving mms when its 70 stacks automatically

When you hit her w for her movement speed is is suppose to give you the automatic speed or is it actually suppose to increase over time? becasue once you activate her w it says you have 70 stacks however you see your speed increasing.... if so then why say you have 70 stacks?
