Mordekaiser onhit effects With Q not applying to minions?

I was trying an onhit build on mordekaiser (statikk shiv, hydra) to notice that when activating q, these only apply when doing it on champions or monsters, and I'm not sure if this is intentional, wich is why I posted it here.
