Summoner icons are gone?
2 of my star guardian icons are just not there? The ones that my friend paid rp for?

If you lost content that was gifted, your friend may have lost the RP due to a chargeback, which would result in the content being removed. Your friend will have been banned until he paid that back but he'd get the RP, you wouldn't get the items.
Submit a ticket and player support will be able to help you figure out what the issue was, and if it was an error they can fix it. Make sure it's not just a visual bug by reloading your client, and check with your friend if you can.
