Ping issues | ISP is perfect. An issue with Riot?

I'll try to give as much detail without dragging on as possible. There won't be a TLDR so I appreciate your patience with this one.

Last year, I moved back home to save up money for college. Long story short: I have been playing League at my location with the same internet for a long while. Three, maybe four - max - months ago, I was playing an ARAM and my game went haywire. The champions were running in place. It was as if everything had froze but everything was still moving. Just in one animation, and in place. I exited the game and relogged. Same thing, yet I was in fountain. I restarted the client. Same thing. Restarted computer, same thing. I recorded via phone the events taking place and let the game end on it's own. I didn't get a leaverbuster, so I didn't need to use my evidence. However, since that game, I have had extreme ping and lag spikes.

I used to play League at 30-60MS ( DESKTOP - ETHERNET CONNECTION ) with a frequent spike to 120 for a split second because I listen to Pandora on my phone via wifi. That was totally fine and understandable as a new song loading in took some bandwidth. After the ARAM freak out a few months ago, I have consistent had 117+ ping with 235+ spikes while listening to Pandora. When I don't listen to Pandora, there are so spikes but the ping remains. I went to the League Ping/Connection trouble shooting at this time and went down the list and did EVERYTHING. I changed all computer settings, internet settings, trying to solve every possible issue one-by-one and testing the ping, hoping something would help. Nothing did. I then began an adventure with Riot support and we ran multiple tests. They told me everything was good on their end and I needed to contact my ISP. I did and they told me the same thing. "Everything looks good for us." I went ahead and upgraded my internet speed from 4 to 10 to see if that might help. (Edit: Forgot to mention, I downloaded and tried Haste, which brought my ping down to 70 with extreme spikes. That helped for a while, then I had to pay the $150 to continue using the program! Riot support told me Haste is not a good program to use as it causes issues. ) Next, I called and asked for a new router to be installed ( router/modem in one) and it got WORSE. Now I am stuck at 110 with 200+ ping spikes every few SECONDS. I called and explained the situation to my ISP and that it had to be the router if that was the case. Two separate technicians came out and completely re-did the "drop" // internet connection line to my house; The final and last thing they could do for me. They came in, hooked everything up, ran some tests and showed my internet speed was, on average, 25MS with a rare spike up into 200. Then we logged into League, I jumped into Practice tool and let the game run. 110+ ping with spikes, but my internet speed continued to show ~25MS. When I turned Pandora on, via wifi/phone, my internet MS fluxed from 25, 45, 57, 25, 300 ( song change ), 25, etc etc. This was all in the Command Prompt we were seeing these results, yet in game, the ping was still there.

The techs told me, "You have great connection and internet. The issue is something with the game, the server to it, or the company itself. There isn't anything we can do about that."

After that, I went to Hextech Repair tool and selected "Reinstall" option to see if that would solve. Perhaps it was an issue with the client itself? Didn't change a thing.

I have sent in another Ticket to riot support, but it's been a few days. I've been working very hard to improve my game play in order to grind Ranked but I haven't been able. This issue is really impacting my ability to game and no answers are being found. So now, I turn to you, my fellow League players. If anyone else has had this same issue. I've tried everything I can think of, short of using a new computer or completely uninstalling League and reinstalling it without Hextech.

I can tell:( I have the same problem with ping since when Riot brought back Butcher's Bridge till now when I play ARAM's the same ping and lagg-frozen time screen problems repeating and return every game. I checked my internet and ruter- their fine in conditions. Back to the ARAM, the worst thing can happend if teamfight is supposed to be in a couple of few second ahead, I can literally "teleport" from point A to point B or see gray screen in an instant:P and that happend even when I'm playing on the lowest stats in Video quality. Like one year ago I had 70-150 fps every single game and I played without laggs but now with 59 fps I'm lagging AF:P

Riot has been lying about connection issues for a long time. Do not hold your breath waiting for even their acknowledgment let alone a solution to the problem.
