when i click on certain champions that have legacy skins in the champ or through the profile section the legacy skins splash art do not pop up. but when im in champion select they do show up.

If you don't own a legacy skin, it won't show up in the Champion Details Page.
Just logged in because I have the same issue, but I also noticed that it never get past the fact that I unlocked the champion. Before, it used to display a gray button, that turned (after a short time) Orange and/or became a message that said that the champion is unlocked.
When said message was displayed, the legacy skins' splashes that I owned appeared along the other splashes.
But since the last patch, the gray button remains gray, nothing happens, even if I wait a long time.

It's a store loading error. It happens to me all the time when I've been logged in for a long time, and relogging fixes it. You can see that it can't tell what you own at all (can't even see that you own Kat).
