[Game Play] Ryze Ult cross hair bug

Ryze ultimate makes my cursor turn into cross hairs until I use ultimate again.

Once this happens I cannot click on the minimap and I cannot send any pings.

I'm not sure if this is because as I ult I am clicking to move or pressing another button (q w e?) but this bug has definitly been reoccuring through at least 10 games I've played with Ryze and I have seen no changes.

Lastly, someone in game said they had it happen to them on other champions as well.
