Loading screen not loading/league crashes after champ select

No problems with champion select, only when it ends game just doesn't start. I checked task manager and league game client has no CPU usage, 50mb of memory usage, no disk usage and no network(dont remember if network is always 0).

I've used hextech repair tool as well to see if that helped but no results. I also tried turning "close client during game" on

pc specs if it helps: i5 4690 gtx970 2 x 4gb of ram ssd samsung 860 evo (league is on this disk) hdd dont remember the name
