Tahm tounge lash

I've now noticed that when using Tahm vs Lee Sin. When lee uses his Resonating Strike, Tahms tongue lash will not strike while lee is in flight. When I use ranged champs the basic attacks fired at him will still strike him during his Resonating Strike. why will Tahms tongue lash not hit him during flight If activated before he lands his strike on you? I cant help but fell it should strike him only causing damage and a stack but I know it wont stop him from landing his strike.
