Constant FPS Drop/Lag

I've reported this before and reporting it again, but this time with proof what happens in my games. This is a custom game. I added a few bots just to replicate what might be going on. I focused on the corner for a few reasons. To show the change from the drops as well as to indicate the ping which stays pretty constant. I had task manager open while drops occurred only to see disk being about 1%, memory around 37-40% (though this isn't a exact estimate as it changes). I've re-installed the client, killed off anything running in the background that might affect lol as well as adjusted my in game settings to low. It still continues. I'm not sure what you want me to do riot. I feel it's not on my end, but yours.
