I used uninstall from Control Panel, and this removed the game from the list. However, when I navigate to C folder, I still see a Riot Games and I am sure there will be lots of keys in registry still there. Is there any tool for removing all the garbage out? Thanks

typically you need to go add/remove programs then go to the program and click uninstall
Right click on the folder until it finally deleted.
CCleaner will find any files on your computer not being used...
when you uninstall a program it will sometimes keep the settings file just incase you ever install again.. your settings are the same..
but if you run ccleaner it will find those files and delete them along with reg_keys no longer needed which can slow start up times..
