Veigar Legendary skin particles not working

I get it you obviously thought it wasn't enough that you not only gutted the hell out of a fish that was barely swimming. So you went the extra mile of making sure the Legendary veigar skin I paid money for lost all of his particle effects for spells outside his W(Dark Matter)? Like what is your PBE even for Riot? I really want to know because all of a sudden you are just spitting in our faces when we were promised something different.
