Bard Chimes Blocking Movement (like creep block) [GAMEPLAY]

As the title says, I recently noticed that allied and enemy Bard chimes are currently blocking movement and you get slightly stuck on them or have to walk around them, previous to this patch chimes aren't physically able to affect champions other than Bard (Bard doesn't have this issue with his own chimes as he obviously collects them). This can be reproduced by attempting to walk on/over Bard chimes.
