It doesn't apply a 20 minute timer, or any timer for that matter, after leaving one or two games. Any more than that will get you a 5 minute timer, which will increase if you continue to leave games. This makes it easy to see that this wasn't a one time thing and that you've left multiple games in too small a time period. Don't blame Riot, blame yourself.
