Is galio W not supposed to work with the new Athene's passive and not considered a shield? You get the charges, but w doesn't activate the heal so you have to play support with a shield/heal item to use the passive. This makes Galio's core item so much worse on him if he is top or mid.
W is a stat boost and not a shield, despite how the ability is worded. Bulwark uses "shield" as in "protect" rather than "an actual damage shield" which is what Athene's triggers off of.
That said, the Catalyst family's new Eternity passive is really good on him. RoA has replaced Athene's as Galio's core item. You can also grab Meditation if you're still hurting for mana regen.
Galio's W is not a shield, it only grants the target MR and Armor.
