Slow download speed

So as in the title, i reinstalled league and when it started downloading very slowly. whats making this worse that it's constantly dropping. i should be downloading at about 700Kbs but the speed is about 100Kbs and it drops to about 50Kbs after an hour which is very frustrating. i know that i don't have the fastest internet but taking 2 days of continuous download wont do it for me. i tried reinstalling many times with the same problem. enabled the game in my firewall, disabled the firewall. i submitted a ticket to riot for support and they recommended that i should disable IPv6 and teredo and i did that with the issue still consisting. i like playing this game and any help would be very appreciated.
