I've tested it three times so far in the training tool. Sivir only get +108 movement speed, Draven only gets +109 movement speed, and Corki only get +110 movement speed. The base +25 movement speed works fine.
Movespeed in this game has a few soft caps, one at 415 and another at 490. Once you reach one of these soft caps, every addition point of MS is less effective. To be exact, once you reach 415 MS, every additional point is only 80% as effective, and once you reach 490 MS, every additional point is only 50% as effective.
Man i was noticing that recently as well. Started baying them over swiftness on champs like ali and leo. Good to know
