LoL denied me

This sucks After noticing in game chat was blank again I wanted to repair the game (recommended by someone in the forums) by downloading an installer from official page. After that I started the installer, it said it was repairing something and it did it's thing and closed. After that I couldn't open a client in any way, every time I tried opening LoL I got a loading circle next to a cursor and nothing happened. I tried uninstalling from control panel, nothing, manually found .exe for uninstalling (same thing, I know), nothing, tried hextech repair tool, again nothing, can't repatch, can't reinstall... I believe, after many tries with hextech repair tool I was able to uninstall LoL live using control panel and now I'm stuck without the game because every time I try installing it it says it couldn't update... before I uninstalled live, client gave no response, nothing in task manager. I had an Avast antivirus, removed that, firewall is off, problem is still here. Only thing I'm left with is PBE on program list , can't uninstall it, loading circle shows and nothing happens, can't open it either, identical to what happened with live (i guess both lauches from the same launcher). I ran everything as an administrator and tried other compatibility modes. I'm open to ideas.. btw im running win 8.1
