Low priority queue timer issues

I have a problem with the low priority queue timer resetting the timer to 20 everytime it gets to 10 minutes. I am not sure what is going on, but here is a screenshot of the problem [https://postimg.org/image/vxebtf3fp/] . I am supposed to wait only 20 minutes but you can see that the total timer is already more than 20 minutes. Take in consideration that if i was in a lobby picking my champion then the timer dialog shouldnt appear, in which this is not the case. You can see in the screenshot that the timer is at 16 but the total timer is more than 20 (23 minutes in the screenshot) with the timer dialog still appearing. [https://postimg.org/image/vxebtf3fp/]

UPDATE: The timer is again at 20 and the waiting time at 30 minutes with the timer dialog still on screen here is another screenshot [https://postimg.org/image/qyqtf8mvp/]

UPDATE #2: I think the problem triggers when I leave queue once and re-queue since I was able to play once already [https://postimg.org/image/a3bogeox1/].

IMPORTANT: I have resetted the client more than 3 times and even restarted my laptop.
