Some people Have gone 10-0 in Placements for ranked , and are in bronze. MY friend went 7-3 and He's Bronze 1??!!

This isn't a bug your rank from last season is factored into your seeding so essentially you can't get a higher rank that what you had last season. It's just a soft reset it's not like you get a completely fresh start.
Please include assists in your examples.
That's how resets work. You're not guaranteed to be placed back to where you were at all. In fact, it's incredibly unlikely.
