[GAMEPLAY] Merc Treads + Tenacious = 45% Tenacity?

I was recently playing Ryze with 0/21/9 Masteries and bought Mercury Treads pretty early on when I noticed my Tenacity was at 45% instead of 50% (Mercury Treads give 35% and the Tenacious Mastery gives 15%).

I'm also 100% sure there has never been a cap on Tenacity since Irelia can have up to 90% Tenacity (85% with this bug) with her passive.

This isn't a bug. Tenacity stacks Multiplicatively. So, 100 - 35% (Tenacity) = 65%, and 15% of 65 is 9.75%.

35% + 9.75% = 44.75%, which rounds to 45%.
