Micro stutter caused by minions

Is it just me or micro stuttering and drop fps is come back exactly like august 2018? It does EXACTLY the same: when minions spawn there are huge fps drop with random stuttering.

I'm trying everything, but i can't fix it... oh and btw i have an i7 4470k with an RTX2070...
