When its leagues fault for something going wrong...but you get the shaft for it

Keep getting champ selects where i cant see anything, no champs, no bans and none of my teammates. Some times the chat works but that's all. That's when i have to apologize for the fact that the game wont be able to start because i cant pick a champion. Then i get to wait for another five or six minutes before i can play another game...
