[GAMEPLAY] runic echos bug

I was jungling as Ezreal today (just wanted to play as him) and finally got my hands on the new Runic Echos jungle item. I got my 100 stacks and used Q on a camp, and the echo proc didn't go off. I tried repeatedly with my Q to get it to work, but it wouldn't. Ezreal's Q doesn't proc the Echo passive on minions or champs either. However W, E, and R all work fine.

That's because his Q only procs on-hit effects and not spell effects.

Abilities can only proc on-hit effects or spell effects, but they cannot proc both (with like 1 or 2 exceptions). Ezreal's Q is an ability that procs on-hit effects, which means it will not proc spell effects, and since the Echo passive from Runic Echoes is a spell effect, it will not trigger on Ezreal's Q.
